AHIS programmatic development has been led by the Arizona Water Institute (AWI) and now falls under the Project Manager's affiliation with SAHRA at the University of Arizona.

Before its disbandment in June 2009, AWI was comprised primarily of affiliations among three state universities and three state agencies in Arizona:
